Your Subaru Outback, regardless of how old it is, has a steering rack. This is a rack and pinion system of your steering that allows you to control your car without a lot of force on your end. The rack is comprised on a long gear enclosed inside of a tube. Both ends connect to the front wheels. When you turn the wheel, the rack is what's responsible for turning the degrees into a linear motion so that your wheels actually turn.
Since you need your wheels to do what you want them to do, your steering rack has to be functioning properly.
